Quick update on the Non Photorealistic Rendering:

Certain styles of animation call for a lower, blockier framerate. This is fine when you're keying things by hand, but if there's any motion capture involved, your strong poses will often fall between frames, where no one will see them. That's just sloppy. There are important creative decisions involved, and if you made those same choices deliberately, the rest of us would wonder what was wrong with you. But for all the better alternatives, there's no interface to select one.

I'll figure out a solution, maybe write a script to make the timeline more fluid. But right now, just trying to weigh options is making my head spin.
